Collecting the keys to a new BTO is the start of a renovation that most couples only do once. A BTO is easier to renovate than a resale flat: the structure is new and there is little to hack, so most of the work and budget goes into design, carpentry and lighting.
This guide walks through the whole process, from inspecting defects to moving in, with the HDB rules to know, typical costs and timelines, and design ideas for each room.

Step by step: how a BTO renovation works
1. Collect your keys and inspect for defects
Check walls, floors, windows, doors and fittings, and report defects to HDB before any carpentry covers them. The defects liability period lasts one year from key collection.
2. Set your budget and brief
Decide how you live, what storage you need and roughly what you can spend. Our BTO cost guide gives typical ranges by flat size.
3. Choose your interior designer or contractor
Whoever carries out the works must be licensed by HDB. Compare portfolios, quotations and what is included.
4. Design and space planning
Your designer measures the flat, plans the layout and carpentry, and prepares 3D visuals. Allow 2 to 4 weeks to settle the design.
5. Permits
Your contractor applies for any HDB permits needed, for example to hack a non-structural wall.
6. Renovation works
Electrical and ceiling works come first, then flooring, carpentry installation, painting and fittings. Most BTO renovations take 8 to 12 weeks.
7. Handover and move in
Walk through the finished flat, list any touch-ups, and arrange cleaning before furniture and appliances arrive.
Rules to know
- All renovation works in an HDB flat must be carried out by an HDB-licensed contractor.
- Only non-structural walls can be removed, with an HDB permit.
- Hacking of bathroom floor tiles is not allowed in the first three years after the flat is completed, to protect the waterproofing.
- Aircon installation has its own requirements. See the aircon rules.
- Under the Optional Component Scheme you choose whether HDB fits flooring, internal doors and sanitary fittings, which changes what your renovation needs to cover.
Rules can change. Check the latest with the relevant authority or management, or ask us and we will check them for your home before work starts.
