Renovating a resale HDB flat is a bigger job than a BTO. Older flats often need new wiring, plumbing, bathrooms and sometimes windows before any design work starts, and the condition of the flat drives the budget as much as your design choices.
This guide covers what to check in a resale flat, the renovation process, the HDB rules that apply, typical costs and timelines, and design ideas for each room.

Step by step: how a Resale HDB renovation works
1. Check the flat's condition
Look at the wiring and power points, plumbing, bathrooms, windows, floor tiles and any signs of leaks. These decide how much needs replacing.
2. Set your budget
Allow for the essential works first: rewiring, bathrooms and anything worn out. Our resale HDB cost guide gives typical ranges.
3. Choose a licensed contractor
Works must be done by an HDB-licensed contractor. Ask for an itemised quotation.
4. Design the layout
Decide on layout changes such as an open kitchen or merged bedrooms early, since they affect hacking, permits and electrical plans.
5. Permits
Your contractor applies for HDB permits for hacking and other controlled works. Window replacement must use an approved window contractor.
6. Renovation works
Hacking and disposal come first, then plumbing and electrical, wet works and tiling, ceilings, carpentry, painting and fittings. Most resale renovations take 10 to 16 weeks.
7. Handover
Check every room, test power points and taps, and list touch-ups before you move in.
Rules to know
- All renovation works must be carried out by an HDB-licensed contractor.
- Only non-structural walls can be removed, with an HDB permit.
- Window replacement must be done by an approved window contractor. See the window rules.
- Older blocks may have a lower electrical supply. Check your block's supply before adding aircon and appliances.
- The household shelter cannot be hacked, drilled or altered.
Rules can change. Check the latest with the relevant authority or management, or ask us and we will check them for your home before work starts.

Many older flats benefit from rewiring, and it is best done before ceilings and carpentry go in. It is also the time to add power points where you need them.
Usually 10 to 16 weeks of works. Hacking, wet works and rewiring add time compared with a BTO.
