A BTO renovation usually costs less than a resale one: the flat is new, there is little to hack, and most of the budget goes into carpentry, lighting and finishes. In 2026 most Singapore homeowners spend between S$48,000 and S$58,000 on a 4-room BTO.

This guide covers typical budgets by flat size, what each part of the work costs, how HDB's Optional Component Scheme changes your budget, and ways to keep costs under control.

What affects the cost

Amount of carpentry

Carpentry is the biggest single item in most BTO renovations. Full-height wardrobes and kitchen cabinets on both sides add up quickly.

Your OCS choices

Opting out of HDB's flooring, internal doors or sanitary fittings lowers the flat price but moves those items into your renovation budget.

Finishes and countertops

Laminate is the most affordable carpentry finish. Veneer, glass and spray-painted doors, and sintered stone countertops, cost more.

Lighting and ceilings

False ceilings with cove lighting across the whole flat can add several thousand dollars.

Hacking

Removing a non-structural wall for an open kitchen or bigger living room adds hacking, making good and possibly re-tiling.

How HDB's Optional Component Scheme affects your budget

Under the Optional Component Scheme (OCS), you choose whether HDB fits items such as flooring in the bedrooms and living area, internal doors and sanitary fittings. Taking them adds to the flat price; opting out means your contractor installs them as part of the renovation.

Opting out makes sense if you want a specific floor finish or door design from day one. If HDB's standard items suit you, keeping them saves time and keeps the renovation budget down.

BTO rules to know before you renovate

  • Inspect the flat and report defects to HDB first. The defects liability period lasts one year from key collection.
  • Hacking of bathroom floor tiles is not allowed in the first three years after the flat is completed, to protect the waterproofing. Most owners keep or overlay them.
  • All works must be done by an HDB-licensed contractor, who applies for any permits needed.

Ways to save

  • Keep the OCS flooring and doors if you are happy with them.
  • Prioritise carpentry where you need storage most; free-standing furniture can fill the rest.
  • Choose laminate finishes for most carpentry and save premium finishes for the kitchen or a feature wall.
  • Limit false ceilings to the living room and use track or surface lights elsewhere.

Timeline: Most BTO renovations take 8 to 12 weeks from the start of work, mostly spent on carpentry fabrication and installation. See our renovation timeline guide.

Frequently asked questions

Most 4-room BTO renovations cost S$48,000 to S$58,000 in 2026. A basic renovation starts from about S$36,000, and premium renovations run to about S$75,000. The main drivers are the amount of carpentry, your OCS choices and your finishes.

It depends on your plans. Opting out lowers the flat price but adds flooring, doors or sanitary fittings to your renovation budget. It is worth it if you want specific finishes; otherwise keeping the OCS items is simpler and usually cheaper overall.

Usually 8 to 12 weeks from the start of works. See our renovation timeline guide for each stage.

Only non-structural walls, and with an HDB permit applied for by your licensed contractor. Bathroom floor tiles cannot be hacked in the first three years after completion.

No. The ranges in this guide cover renovation works and built-in carpentry. Budget separately for loose furniture, appliances, aircon and curtains.
